Add numbers, citations and verbatim passages to the fixed floor

Problem

The fixed floor today holds output contracts and execution reliability. A template can publish a result whose numbers or citations were never checked.

Change

Make the numbers, citations and verbatim-passage checks part of the floor, so that no template can remove them.

Consequences

Templates that cannot produce result files for their numbers would fail conformance until they do.
