If `e2er-data allium list-tables` returns empty or `Allium run failed`, the account is on the **Developer tier**, not Explorer. The SQL surface (`feasibility`, `production`, `list-tables`, `describe-table`, `distinct-values`) is NOT available — using it wastes the rate budget.
